KIC园区坐落于拉希德·卡拉米国际博览中心园区内，该园区由奥斯卡·尼迈耶于1960年代设计。任务书要求对此园区进行改造，设主要挑战不仅来自紧凑用地上的庞大建设量，更源于其毗邻尼迈耶建筑遗产的敏感位置。
KIC并非一座与城市隔绝的孤岛， 因此我们引入城市思维，将园区与更广阔的版图相连，使其成为城市的一部分。为此，我们想象一座由多个体量围合的庭院，在城中创造一处"房间"。这片露天空间为花园与光线搭建了舞台。尼迈耶的既有结构被轻柔附着、融入其中，面向城市环境完全敞开。新与旧互为补充，构成不可分割的新整体。
周边城市肌理被引入基地，生长为一片抽象的建筑集群。城市与基地的边界由此模糊、消解。建筑高度严格控制，以融入的黎波里的天际线。体量在两对角处升起，形成可识别的标志，中部则谦逊低伏。KIC的外观如沙漠中的沙丘，兼具宏大与微小、坚硬与柔软、纪念性与亲密性的双重特质。
拱元素被转化，演绎为覆盖场地的结构母题，组织起多样功能、交通与设施。这些框架形成灵活单元，使功能混合与未来可变成为设计的核心。KIC成为一个活的有机体，持续生长演进。
若尼迈耶建造的是永恒的纪念碑，在时间之河中静止不动，我们则珍视原址未完成与不确定的部分，将其转化为一座同时属于过去、现在与未来的演进建筑——一座持续进化的纪念碑。

KIC is not an isolated island. We introduce urban thinking, connecting the campus to the wider city. We imagine a courtyard formed by multiple volumes, creating a "room" in the city—an open space for garden and light. Niemeyer's existing structures are gently attached and incorporated, fully open to the city. Old and new form an indivisible whole.
The surrounding urban fabric extends into the site, growing into an abstract building cluster. Boundaries blur and dissolve. Heights are controlled to integrate with Tripoli's skyline. Volumes rise at two diagonal corners as recognizable landmarks, while the center remains low. KIC appears like desert dunes—both monumental and intimate, hard and soft.
The arch is transformed into a structural motif organizing programs, circulation, and facilities. Flexible units allow mixed-use and future adaptation. KIC becomes a living organism, continuously evolving.
If Niemeyer built eternal monuments—still in the river of time—we embrace the unfinished and uncertain on site, transforming it into an evolving architecture that belongs to past, present, and future simultaneously: an Evolutional monument.
